Pertsov: Effective implementation, creative approaches key to success of ideological work

MINSK, 27 January (BelTA) – The Academy of Public Administration under the President of Belarus is hosting the 5th national scientific and practical conference “Current issues of social policy and ideology,” BelTA has learned.

First Deputy Head of the Belarus President Administration Vladimir Pertsov welcomed the meeting participants. “Today we are discussing general issues of state building, public administration, and practical approaches, including to ideological work. These are the areas for which the Academy of Public Administration develops guidelines and plans. This includes youth outreach, historical policy, the social sphere, and many other issues on which we are collaborating with the Academy of Public Administration to create a theoretical basis for its subsequent implementation across the regions, industries, and the country as a whole,” he said.
Regarding Directive No. 12, Vladimir Pertsov noted that it is undergoing practical testing. “It focuses on implementation, operational improvements, and responsibility. Currently, a restructuring is underway, particularly in the realm of strategic communications and the methods of implementing ideological work. We are accustomed to conducing outreach work through the media, face-to-face communication at dialogue platforms, round tables, and various meetings, as well as through other channels like social media. This also includes approaches we consider highly effective yet not the most mainstream – those that resonate with our audience through creative works, books, stories, films, and other artistic forms. The conceptual directives outlined in the document are now being put into practice. Admittedly, it is not an easy task. We still encounter methods from the old days, which, unfortunately, are still used, especially in the regions. To rethink and restructure this is quite challenging, but we have no other choice in these difficult times. This is essential for the success of our independent, sovereign idea of a prosperous and flourishing state,” he emphasized.

Denis Duk, Rector of the Academy of Public Administration under the President of Belarus, noted that the conference follows the landmark meeting of the Belarusian People’s Congress. “In our country, social policy and ideology are one and the same. Since we are building a welfare state, our ideology is the foundation upon which our Belarusian home is built. Everything depends on its stability: primarily the economy, while the economy is the foundation of peace and prosperity in our land,” said the head of the academy.

A wide range of reputable experts are present at the event, including First Deputy Education Minister Aleksandr Bakhanovich, Chairman of the Belarusian Television and Radio Company Ivan Eismont, Deputy Chairman of the Standing Commission on Education, Culture, and Science of the House of Representatives Vyacheslav Danilovich, and others.
Among the topics discussed is implementing Presidential Directive No. 12 “On the implementation of the foundations of the ideology of the Belarusian state,” strategic directions for the development of society and the state following the decisions of the Belarusian People’s Congress, the Belarusian welfare state model in modern conditions, as well as the cultural, historical, political, economic, and social components of the state ideology and its expert-analytical support.
