MPs ratify Belarus-Myanmar agreement on mutual protection of classified information

MINSK, 13 June (BelTA) – The bill to ratify the Agreement between the Republic of Belarus and the Republic of the Union of Myanmar on the mutual protection of classified information was passed at a sitting of the second session of the House of Representatives of the National Assembly of the eighth convocation on 13 June, BelTA has learned.

The draft law was submitted to the House of Representatives by the Council of Ministers on 2 June. It provides for the ratification of the Agreement between the Republic of Belarus and the Republic of the Union of Myanmar on the mutual protection of classified information, signed in Minsk on 7 March 2025.

The agreement was developed to establish a legal framework for mutual protection of classified information. Its practical implementation will regulate issues related to the protection of state secrets of Belarus and Myanmar in the context of bilateral international cooperation in the political, military, economic, scientific, technical, and other sectors.

The parties, in accordance with the Agreement and their respective legislation, undertake the following: to apply to classified information and its carriers the same protective measures that they apply to their own classified information of the corresponding level of classification; not to change the level of classification of classified information and the corresponding classification marking on its carriers without the prior written consent of the authorized body of the party that provided such classified information; to determine or change the degree of secrecy of classified information jointly created in the course of cooperation, as well as declassify it in agreement with the authorized bodies that participated in its creation. The parties undertake to use classified information exclusively for the purposes specified at the time of its transfer, not to transfer the classified information to a third party, and not to provide access to such information to its representatives without the prior written consent of the authorized body of the party that transferred the classified information.

In accordance with Article 4 of the agreement, the competent authorities responsible for the implementation of the agreement are: the State Security Committee of Belarus and the Ministry of Home Affairs of Myanmar.

According to the conclusions of the Ministry of Foreign Affairs, the Justice Ministry, and the National Center for Legislation and Legal Information, the agreement does not contain provisions that contradict the Constitution and international obligations, but establishes rules that differ from those contained in laws, decrees, and enactments. Its subject matter concerns issues that relate only to the legislative regulation but not regulated by laws, decrees, and enactments, and therefore, in accordance with the Law on International Treaties of the Republic of Belarus, the bill is subject to ratification.
