Lukashenko wants to see districts to grow into self-sufficient units 

MINSK, 15 January (BelTA) - A chairperson of an executive committee must have everything at their fingertips, from construction to production, Belarusian President Aleksandr Lukashenko said while approving the appointments of three new heads of the district executive committees and deputy chair of the Mogilev Oblast Executive Committee, BelTA has learned.

“Everything depends on you. You are all very young, but you may still remember how things were in the Soviet Union. A district was a proper, self-sufficient unit. It had its own service enterprises, both a construction mobile mechanical division and a road-building one. Some elements of that system still remain today. There are district agricultural services; we are now reviving them. I understand you are familiar with this topic," Alexander Lukashenko said. “The chairperson of an executive committee must have everything within reach, from construction to production, both in industry and in agriculture. Of course, it is primarily agricultural production, but there are industrial enterprises as well.” 
The head of state noted that a district needs to be made into a self-sufficient unit so that the people living there can receive proper maintenance and services. “I'm not talking about schools, kindergartens (we have enough of those), or healthcare. The system has already been established and the key task is just to maintain order.”

The president paid particular attention to the agro-industrial sector and emphasized that the district leadership needs to have oversight of every farm: “There are significantly fewer of them in the wake of consolidation that we have carried out. These are large-scale operations. They must not be dismantled.”

The discussion also touched on utilities services, including heating. The president once again highlighted the need for broader use of wood-based biofuels, specifically pellets. “We have boilers running on pellets; there's no need to keep adding firewood. Everything is automated: you arrive, fill it up... But all of this needs to be streamlined and put in order. So that this doesn’t seem like I told some kind of fairy tale that you listened to, walked away from, and forgot. We will move in this direction. We have five years to solve the tasks and problems we need to address. This is your job,” the head of state said.

Aleksandr Lukashenko also addressed the issue of housing: “We will assist you in building rental housing. Nothing will be free; don't even promise people that.”

He instructed Head of the President Administration Dmitry Krutoi, who is the authorized representative of the head of state for Mogilev Oblast, to organize oversight of the situation in the region. “You oversee and are responsible for Mogilev oblast so that it doesn’t degrade to the state of Vitebsk Oblast. Although, let's be honest, in some respects it's not far from it. There is a lot of work to be done there, and investments are needed, especially in your districts,” the Belarusian leader emphasized.

In conclusion, the president noted that he is well familiar with the state of affairs in the districts where new people were appointed to the leadership positions. “You will have plenty of work there. Both in Slavgorod, and in Chausy, and Kostiukovichi. The east... Benefits, though small ones, are provided. The key is to develop in a timely manner. So, get down to work,” Aleksandr Lukashenko said as he addressed the new leaders of the districts.
