Belarusian diplomats attend SCO roundtable on global governance in Beijing

MINSK, 16 October (BelTA) – Representatives of the Embassy of Belarus in China took part in the Global Governance Roundtable for Shanghai Cooperation Organization Countries 2025, BelTA learned from the Belarusian embassy in Beijing.

Representatives of government bodies, international organizations, think tanks, and media from the SCO countries outlined steps to implement the global governance initiative put forward by the Chinese President Xi Jinping at the SCO summit in Tianjin. The participants emphasized the need to strengthen multilateralism, the central role of the UN, and the “Shanghai Spirit” – mutual trust, equality, consultations, respect for cultural diversity, and joint development.

Key speakers included President of the China Publishing Group Chang Bo, SCO Secretary-General Nurlan Yermekbayev, Special Representative of the Chinese Government on Eurasian Affairs Sun Linjiang, former Chinese Vice Minister of Commerce Wei Jianguo, and Vice President of the China Institute of International Studies Liu Qing.

Chang Bo highlighted the UN’s role as the central platform for global governance and pointed out the efficiency deficit of existing mechanisms in the face of growing turbulence. He proposed three directions for advancing the initiative: openness and inclusiveness (including deepening interaction between the SCO and the UN, ASEAN, and the EAEU), pragmatic innovation (supporting scientific and technical cooperation, sustainable energy, green industry, digital economy, and AI), and mutual enhancement of academic, cultural, and media exchanges.

The SCO secretary-general described the Tianjin summit as unprecedented in scale and effectiveness and noted systematic progress in security. Economically, parties confirmed plans to establish the SCO Development Bank and to intensify consultations on its launch, while the humanitarian agenda focused on poverty reduction, bridging the digital divide, education, and ethical AI use.  

Following the discussion, the participants confirmed the high degree of alignment between the Global Governance Initiative and the SCO’s values and mechanisms and expressed readiness to further elaborate on specific steps. These include launching the SCO Development Bank, expanding partnerships with observer states and dialogue partners, and launching online platforms for knowledge sharing.

Experts agreed that it is the SCO platform that is capable of converging the governance wisdom and development experience of the Global South, ensuring a balance of sovereign equality, the supremacy of international law, and practical effectiveness.

Belarus has been a member of the SCO since 2024. Our country views the Shanghai Cooperation Organization as an important international platform for developing mechanisms of cooperation in countering the threats of terrorism, extremism, and organized crime, and advocates for strengthening the SCO’s economic dimension as a crucial factor for stability in the Eurasian region.
