Studnev: Belarus’ goal is 33m2 of housing per capita by 2030

MINSK, 5 January (BelTA) – The state program “Housing construction” for 2021-2025 outlines a gradual increase in new housing supply, from 4 million square meters in 2021 to 4.5 million in 2025. We nearly met the 2024 target of 4.4 million square meters and anticipate delivering another 4.5 million in 2025, including no less than 740,600 square meters of subsidized housing. These figures were shared by Minister of Architecture and Construction Aleksandr Studnev in an interview with the Economy of Belarus Magazine.

“The state program’s target is increasing housing provision. For this five-year period, we planned to reach 30.3 square meters per person, but we exceeded that by 1.3% last year, achieving 30.4 square meters. The target for the new five-year program is 33 square meters by 2030 and we are doing everything possible to meet it,” the minister explained.

In his view, price remains the central issue, which largely determines activity in the real estate market.

Pursuant to President’s Directive No. 8 dated 4 March 2019, “On priority directives for the development of the construction industry,” the price per square meter of state-subsidized housing must not exceed the country’s average monthly wage. In the first nine months of 2025, the average cost of such housing (excluding individually commissioned units) for projects designed 1.5 to 2 years prior, stood at Br1,951 per square meter of total floor area.

To comply with the directive, developers use cost-effective standard or reusable designs. Meanwhile, local executive committees conduct detailed reviews of permits and project documentation to ensure only rational and economical solutions are approved.

“As for large families, in accordance with Directive No. 8, they must receive an invitation to sign a contract with a developer within one year of being registered as in need of improved housing,” continued Aleksandr Studnev. “An annual regional analysis of target fulfillment shows steady progress: in 2025, 4,970 large families received new housing, and 6,480 got referrals to improve their living conditions.”

In the first nine months of 2025, 4,821 apartments (97% of the annual target) with a total area of 390,000 square meters were completed for this category of citizens.
