Industry ministry: Belarus, Russia increase technological independence in the Union State

MINSK, 2 April (BelTA) - On the Day of Unity of the Peoples of Belarus and Russia, the Belarusian Industry Ministry told BelTA about the efforts made by the two countries to preserve and increase technological independence in the Union State.

The main areas in the implementation of the provisions of the Union State Treaty were defined by the decision of the Union State Supreme State Council in 2021. In addition, the parties approved 28 Union State programs as a comprehensive plan of economic integration of Belarus and Russia. Among them is the Union State program for a common industrial policy. Belarus and Russia also signed two intergovernmental agreements strategically important for the industry of the Union State: the one on the recognition of technological operations and the other one on the implementation of a common industrial policy.

The program documents signed by the Industry Ministry of Belarus and the Ministry of Industry and Trade of Russia became the basis for interaction between the two ministries and, in fact, formed an actual working agenda both at the expert and management levels. The main goal is to preserve and increase the technological independence of the Union State.

Belarus and Russia have also agreed on equal recognition of technological operations and components produced by the two countries. Work has been done to harmonize the legislation regulating the production of goods in the territories of the parties, the Industry Ministry said. Work is also underway on further harmonization of approaches to provide mutual non-discriminatory access to programs of state support for industrial products, which operate in the territories of both countries.

Every year more and more new highly efficient and hi-tech production facilities are set up, the products of which successfully compete with the products of the world's most famous manufacturers today.

The two countries are actively working together to find new forms of production cooperation in the Union State, and implementing import-substituting projects.

Joint initiatives in various areas of the economy will definitely have a positive effect, representatives of the Industry Ministry said. In particular, they will ensure economic security of economic sectors in the countries, reduce to zero dependence on imported components and create new jobs.

The Industry Ministry of Belarus together with the Ministry of Industry and Trade of Russia are working systematically to implement 27 import-substituting investment projects totaling more than RUB167 billion. They are aimed at the development of microelectronics, hydraulics, transmission elements and components for agricultural, forestry and road-building machinery. Both parties are also working to agree on new promising import-substituting projects.

The countries are actively working together to develop industrial cooperation within the Union State. Since 2022, the parties are implementing an intergovernmental agreement on cooperation in microelectronics and electronic engineering. In 2023, the parties signed an intergovernmental agreement on cooperation in machine-tool industry. The relevant roadmap is being implemented, which envisages, among other things, the development of centers of competence on the basis of machine-tool enterprises of Belarus and Russia. 

According to the Industry Ministry, the countries have already accumulated sufficient experience of cooperation and integration contacts, the work to develop Belarusian-Russian interaction and convergence of industrial policy will be continued in all areas of mutual interest.
