Belarusian Automobile Association comments on changes in car import structure 

MINSK, 20 January (BelTA) - The Belarusian Automobile Association (BAA) has presented an analysis of the impact of state regulatory measures introduced in 2025 on the structure of new passenger car imports, BelTA learned from the BAA.

The key change has been a sharp redistribution of market shares between legal entities and individuals.

“A comparison of data from the fourth quarter of 2024 and 2025 demonstrates radical shifts. New car imports by legal entities have halved, decreasing by 8,500 units. The most significant decline occurred in the segment of car imports from the Russian Federation, where volumes fell by 3.4 times (a reduction of 6,000 units),” the experts noted.

The resulting gap has been filled by two groups: domestic manufacturers, who ramped up the  production by 1,500 units, and private individuals, whose imports grew by 2.7 times, an increase of 5,400 units. In the fourth quarter of 2025, the share of private imports exceeded corporate imports, reaching 52% (compared to just 16% in the fourth quarter of 2024). “This trend intensified throughout the year: from 20% in January–February to 60% in November–December," the BAA pointed out.

The BAA also analyzed the hybrid vehicle segment following the implementation of Council of Ministers Resolution No. 50 dated 28 January 2025, which increased the recycling fee rate for hybrids imported by legal entities while keeping it unchanged for individuals.

“A comparison of the first and fourth quarters of 2025 shows a polarization. Hybrid imports by legal entities halved (down 51%), from 1,574 to 778 units, while imports by individuals increased tenfold (up 923%), from 273 to 2,794 units per quarter. The differentiated tax policy has led to an almost complete shift of the new hybrid car market from the corporate segment to the private one,” the BAA reported.

According to experts, the measures have essentially reconfigured the channels for importing cars into the country. “We are observing a pronounced trend toward reorienting imports in favor of unorganized imports by private individuals. Business flows, especially from Russia, have sharply declined. At the same time, the market has become more oriented toward citizens who are actively taking advantage of the regulatory preferences. This is the new reality for the Belarusian auto market,” the association added.
