Science, space, industry: A look at Union State programs and projects

MINSK, 16 February (BelTA) - State Secretary of the Belarus-Russia Union State Sergey Glazyev spoke about the joint programs and projects being implemented within the Union State during his interview to the Belarus 1 TV channel, BelTA has learned.

The two countries are implementing 26 industrial cooperation projects, with Russia allocating over RUB100 billion for the production of goods and components in demand by the common market. Regular work is also ongoing in the industrial sector to harmonize the list of products manufactured with support from state programs.

Significant changes have taken place in the sphere of consumer rights protection. A plan for scientific and technical cooperation has been developed and adopted. A program in the field of photonics is being implemented, which will enable a qualitative improvement in imaging, including from space, based on new materials. New types of electronic components for automobiles are being produced to make them more durable and reliable.

Following the discussion at the Union State’s Supreme State Council meeting, instructions will be given regarding the formation of objectives for 2027-2029. “We intend to establish a range of instruments and mechanisms to support investment activity, aiming to expand our industrial cooperation, stimulate investment, and introduce new technologies. Our scientific and technical projects require further scaling. The concept of a “Union State product’ will be a crucial aid in this regard,” Sergey Glazyev said. “We want to propose an investment platform that, by utilizing special refinancing instruments (simply put, long-term credit lines with low interest rates, intended for the targeted use of credit to expand specific productions), will enable these Union State products to fill our market and expand beyond it.”

Also on the agenda is a decree on a new model for cross-border commuter service, which would enable residents of neighboring regions to make full use of modern high-speed trains. Two pilot projects have already been approved: the Smolensk-Vitebsk and Orsha-Smolensk routes.

Work is underway to reconstruct and modernize railway connections, including along the corridor linking Belarus with the Baltic Sea. The prospects of gaining access to the Northern Sea Route via Murmansk are also being discussed.

“On the sidelines of the Supreme State Council, a memorandum on the construction of the Minsk-Moscow high-speed rail line may also be signed,” Sergey Glazyev said, adding that the project is currently being developed.

Regarding Union State products, only a pilot project will be launched this year. It will focus on four product groups, including in the electronics industry and machine tools, where Belarus has retained strong scientific and technical potential, as well as the production of machinery, including agricultural equipment.

Another area of joint work is robotics. Specifically, programs in this field are being planned for agriculture.

In addition to industrial cooperation projects, scientific and technical programs are also being implemented.

“Over the past 25 years, about 60 Union State programs and projects have been carried out, totaling approximately RUB70 billion. This has led to certain breakthrough capabilities that have created new types of activities,” Sergey Glazyev said, adding that Belarus, in particular, is actively developing cellular medicine and bioengineering technologies related to stem cells and DNA diagnostics.

Three such programs are currently underway, focusing on photonics, electronic auto components, and the development of space services and satellite manufacturing. A new program, Biomembrane, has also been approved. The list of initiatives also includes projects in the agricultural sector, and a program titled Baby Food has been developed.
