
MINSK, 11 June (BelTA) - Belarusian Prime Minister Aleksandr Turchin hosted a meeting of the Presidium of the Council of Ministers to review the progress made in the implementation of state programs, including the assessment of their effectiveness in 2021-2024, BelTA has learned.
A total of 29 state programs are being implemented in the ongoing five-year period. Over the past four years, nearly Br560 billion has been allocated to these programs. One-third of this amount was budgetary funds. “Certain results have been achieved. As part of the state programs, more than 17 million square meters of housing has been built, including more than 1 million square meters of rental housing. 119 healthcare facilities, 48 kindergartens, and 21 schools have been put into operation. More than 13,000 km of roads have been built and repaired. According to a report by the interdepartmental commission under the Economy Ministry, two-thirds of state programs have been recognized as highly effective and efficient. The results are significant and positively characterize the progress of state programs,” Aleksandr Turchin said.


He suggested considering the implementation of state programs primarily through the prism of preparation for the next five-year program cycle. “Today, it is becoming clear that the current approaches to state programs need adjustments,” the prime minister said. “State programs should demonstrate the trend of how the government plans to achieve the priorities of the five-year plan. It is important to define indicators that will comprehensively characterize the implementation of priorities. The emphasis should be on quality and the effectiveness of invested funds. For example, the implementation of the “rental housing” priority should not be reduced to construction targets only. The goal is to retain personnel in the regions.”

“When implementing state programs, we must see how life in the regions is changing. I would like to point out that this is not only the task for industry regulators. Local authorities must actively participate in this process, ensuring necessary outreach activities,” the Belarusian head of government said.
