Krutoi: Amnesty in Belarus will primarily apply to vulnerable categories of convicts

MINSK, 27 April (BelTA) – The amnesty for the 80th anniversary of Victory will primarily apply to vulnerable categories of convicts, Head of Belarus President Administration Dmitry Krutoi said on the air of the Belarus 1 TV channel, BelTA learned. 

“When considering the plan of events related to 9 May, both at the regional and national levels, the president suggested honoring the well-established tradition as this year marks a big anniversary. He instructed to draft the relevant bill as soon as possible. This is another act of humanism on the part of our president,” Dmitry Krutoi noted.

According to him, the number of people serving sentences in prisons has halved in Belarus over the past 30 years. “The president asked to take a look at 20,000 people who are serving time today and analyze the categories of crimes they have committed and, first of all, pay attention to vulnerable categories. Our law enforcement agencies have taken a very comprehensive approach and analyzed each person. The amnesty will apply to 8,000-9,000 people in one way or another. I believe it is a very serious figure,” Dmitry Krutoi said.

As BelTA reported earlier, upon the instruction of Belarusian President Aleksandr Lukashenko, the government has submitted to parliament a bill “On amnesty in connection with the 80th anniversary of Victory in the Great Patriotic War” 

The document relies on the basic principles and approaches to amnesty. However, some provisions have been adjusted taking into account the practice of application. There are innovations too. Among them is substitution of imprisonment with restriction of liberty for first-timer offenders who have reached the age of 70.
