KGB: Ukrainian security agencies use a broad spectrum of methods to recruit terrorists

MINSK, 2 April (BelTA) – Ukrainian security agencies use a broad spectrum of methods to recruit terrorists. Chief of the Investigative Office of Belarus’ State Security Committee (KGB) Konstantin Bychek made the statement on the air of the Belarusian TV channel ONT, BelTA has learned.

Konstantin Bychek said: “Ukrainian security agencies use a broad spectrum of methods [to recruit terrorists]. In addition to promising money in exchange for services they also stoop to such cynical methods as blackmail and threats. But even in that case people implicated in terrorist activities will be severely punished.”

The official stressed that penalties for acts of terrorism go all the way to capital punishment. “At the same time Belarusian criminal legislation, in particular, footnotes to Article 289 [Acts of terrorism] of the Criminal Code provide for total exemption from responsibility for individuals, who participate in preparations for a terrorist attack, if the individuals voluntarily inform the authorities about their deeds in a timely manner,” Konstantin Bychek said.
