Belarus shares nuclear safety regulatory infrastructure experience with Kazakhstan

MINSK, 30 May (BelTA) - Belarus has shared with Kazakhstan its experience in developing the regulatory infrastructure for nuclear and radiation safety, BelTA learned from the Department for Nuclear and Radiation Safety of the Emergencies Ministry of Belarus (Gosatomnadzor).

At the invitation of the International Atomic Energy Agency, Gosatomnadzor Head Olga Lugovskaya took part in the IAEA expert mission for Kazakhstan on the development of regulatory infrastructure, legislative framework and supervision system for nuclear power program in the online format. “Building a system of regulatory legal documents, an efficient use of available resources and organization of interaction between stakeholders to ensure nuclear and radiation safety - these are the issues facing all countries embarking on the development of nuclear power. In connection with Kazakhstan’s decision to build a nuclear power plant in in the country, the experience of newcomer countries that have recently gained necessary knowledge in the development of regulatory infrastructure is of particular interest,” Gosatomnadzor said.

During the expert mission, Olga Lugovskaya presented information on Belarus’ experience in the areas identified by the IAEA: development of the nuclear power program, legislative and regulatory framework for NPPs, NPP licensing process, and management of the licensing process by the regulatory body.

Kazakhstan asked questions on each of the topics. They pertained to the status of the regulatory body, the system of regulatory legal documents, licensing procedures in relation to nuclear facilities, the procedure of safety expertise and other aspects. Of particular interest were the issues related to the technical support system of the regulatory body, including the register of experts in nuclear and radiation safety and their functions.

All IAEA advisory and review missions recommended to a newcomer country were conducted in Belarus.

“The organizers of the event expressed their gratitude for the readiness of Gosatomnadzor to share its experience in the development of regulatory infrastructure, which is useful and in demand in other countries planning or embarking on nuclear power programs,” the department said.
