Belarus withdraws from CIS customs authorities protocol on post-clearance control

MINSK, 18 February (BelTA) – Belarus is withdrawing from the protocol on the interaction of customs authorities of CIS member states when conducting post-clearance control, which was developed to further the provisions of the agreement on cooperation and mutual assistance in customs matters of 15 April 1994. The decision is stipulated in Council of Ministers’ resolution No.84 of 16 February 2026, which was published on the National Legal Internet Portal, BelTA has learned.

This decision is due to the fact that the protocol has lost its significance, as its provisions have been fully incorporated into the updated version of the aforementioned agreement.

The document states that the Council of Ministers agrees with the proposal of the State Customs Committee to withdraw the committee from the protocol on the interaction of customs authorities of CIS countries when conducting post-clearance audit. The protocol was signed on 5 September 2012 in Petropavlovsk-Kamchatsky.

It also notes that this proposal was coordinated with two ministries – the Ministry of Foreign Affairs and the Justice Ministry. The government has instructed the Ministry of Foreign Affairs to send the appropriate notification regarding the customs committee’s withdrawal from this protocol.

The main provisions of the resolution came into force on the date of its adoption.
