Belarus approves strategy and national plan for biodiversity conservation

MINSK, 5 February (BelTA) - The Belarusian government has approved a strategy and national plan for the conservation and sustainable use of biological diversity, BelTA has learned from the government's press service.

Prime Minister Aleksandr Turchin signed a resolution of the Council of Ministers "On Issues Concerning the Conservation and Sustainable Use of Biological Diversity." The resolution approves the strategy for the conservation and sustainable use of biological diversity. Its goal is to prevent the decline in populations of wild animal and wild plant species, increase the species diversity of genetically and economically valuable biological resources, and ensure the safe movement, use, and release of genetically modified organisms into the environment of Belarus.

The strategy outlines the following tasks to be implemented by 2030: Maintaining the ecological integrity and connectivity of natural ecosystems; restoring at least 30% of degraded and inefficiently used ecological systems; increasing the area of specially protected natural territories to 9.4% of the country's total area, and the area of territories subject to special protection to 22%; maintaining the genetic diversity of natural flora and fauna, cultivated plants, and agricultural and domestic animals; establishing and replenishing the national database of DNA from humans, animals, plants, and microorganisms; minimizing the impact of invasive alien species of wild animals and wild plants on the state of ecological systems; mitigating the negative impact of climate change on biological and landscape diversity; creating legal and economic mechanisms that stimulate the rational use of natural resources.

The resolution also approves the national action plan for the conservation and sustainable use of biological diversity for 2026-2030. It includes measures aimed at: improving legal regulation and the accounting system in the field of biological diversity; developing the system of specially protected natural areas; preventing the harmful impact on biological diversity resulting from economic and other activities; conserving and ensuring the sustainable use of animal and plant species; reducing the harmful impact of invasive alien species of animals and plants; developing the information support system for activities related to the conservation and sustainable use of biological diversity; strengthening international cooperation. The plan also designates responsible executors for the measures and sets deadlines for their implementation.

Government bodies are instructed to incorporate the provisions of the strategy when developing state programs, action plans and other documents and regulatory legal acts aimed at implementing its priority areas. The Ministry of Natural Resources and Environmental Protection will coordinate the activities of government bodies, monitor the progress in the implements of the national plan and provide annual reports to the government.

The resolution was prepared to fulfill Belarus’ obligations under the Convention on Biological Diversity of 5 June 1992, and to update the strategy for the conservation and sustainable use of biological diversity (approved by Resolution No. 1707 of the Council of Ministers dated 19 November 2010). This update takes into account the Kunming-Montreal Global Biodiversity Framework, adopted in 2022, which serves as the strategic plan for implementing the convention through 2030.
