Analyst shares his observations on new Monroe Doctrine

MINSK, 10 January (BelTA) - In his statement on Venezuela, U.S. President Donald Trump made a reference to a version of the Monroe Doctrine, which was updated by the 26th U.S. President Theodore Roosevelt, economist and analyst Serghei Banari said in the latest episode of the V Teme [On Point] project on BelTA’s YouTube channel.
The expert drew attention to Donald Trump's speech on 3 January, following the capture of Venezuelan President Nicolas Maduro. “In this speech, Trump made a direct reference to the Monroe Doctrine. The doctrine itself is a very broad concept, both propagandistic and politological in nature. It is essentially just the address of the fifth U.S. President James Monroe to Congress on 2 December 1823,” Serghei Banari said.

He emphasized that there were several points in the address concerning U.S. foreign policy. Specifically, the seventh paragraph of this address pertained to the Russian Empire. “The essence of this doctrine boiled down to very simple things: we will not allow the Old World (i.e., Europe) to dominate or seize new colonies or countries that have already won their independence. It was about preventing their transformation into colonies of the Old World, whether Britain, Germany, France, or the Netherlands,” the expert noted.

Serghei Banari explained that the Monroe Doctrine has been updated several times in response to new realities. “Of course, everyone remembers the addresses to the U.S. Congress by President Roosevelt. His new formulation or version of the Monroe Doctrine forms the basis of what the 47th U.S. President Donald Trump spoke about: ‘We are ready to be friends, to trade, but we don’t need any binding alliances.’ The essence is very simple: South, Central, and North America are the sphere of influence of the United States. And they declare this not as a subject for negotiation but as a fact, which they present to the rest of the world,” he said.
