
MINSK, 31 July (BelTA) - Belarusian President Aleksandr Lukashenko set key priorities for the government's work on the Russian market as he met with heads of Belarus’ diplomatic missions in Minsk on 31 July, BelTA has learned.
The president noted that in 2022-2024 Belarus successfully redirected significant export volumes to Russia, scaling up production and sales in sectors matching Russian demand. Over these three years, Russia accounted for the bulk of Belarus' export growth - an increase of $10 billion.
However, market conditions in Russia have altered. The market is now oversaturated, and competition has intensified. In January-May 2025, Belarusian exports of machinery (including passenger vehicles, tractors, and harvesters) to Russia declined by $320 million.
“Under the guise of import substitution, goods from third countries with no localization are flooding the market, driving out our products. This is unacceptable. It undermines the very purpose of our Union State,” Aleksandr Lukashenko emphasized.
The president outlined several priority tasks for the government. Among them are protection of the Union State market from third-country goods, expansion into new economic sectors, including aviation, shipbuilding, nuclear energy, and space industry, development of multi-brand service centers and Belarusian trading houses across Russian regions.
The head of state also stressed the urgent need to implement a unified industrial policy, currently “only on paper”, ensuring access to equipment tenders and aligning overlapping industrial capacities between the two countries.
