Lukashenko identifies ‘immediate’ tasks for Belarusian government

MINSK, 17 February (BelTA) – Belarus President Aleksandr Lukashenko has heard the government’s report for the year 2025 and formulated top-priority tasks for the Council of Ministers, BelTA has learned.
Aleksandr Lukashenko stated: “Right now the government’s top-priority task of immediate urgency is to promptly stop the decline in the manufacturing sector and to reduce the stock in storage. Literally manual control should have been established over all the key enterprises yesterday. May god help you if you release any stock in storage to anyone without a payment in exchange.”

The president gave instructions to send out into the field specialists of ministries or industry-specific concerns that will be able to review the work of marketing specialists, acquisition and distribution systems. “There is one task: promptly find new contracts. After that send a signal to your minister, who should work together with a deputy prime minister and banks to find financial incentives for these exports. Particularly to new markets,” he stressed.
The Belarusian leader also emphasized the importance of investment projects, particularly in the regions: “If we don’t preserve the material foundation of our economy via new industrial sites and manufacturing facilities, then we will never stop the exodus of people.” Continuing the line of thought, the head of state drew attention to the “One district – one project” program. He described it as a litmus test for the work of every district administration head and every oblast administration head.

“And on top of that the restoration of basic enterprises: the district agricultural services enterprise, the agricultural chemicals enterprise, civil engineering enterprises, land amelioration enterprises. All the authority concerning construction, expert evaluation, finance, and personnel should be delegated to people on the ground. The district administration head is now the key link in the country’s government system. We will organize a serious review of these matters after half a year,” Aleksandr Lukashenko assured.

Inflation was mentioned. The head of state recalled that the inflation target had been set at 7% at most but it would be even better if the actual inflation does not exceed 5-6%.

The relevant tasks were formulated in the field of agriculture as well. In particular, Aleksandr Lukashenko gave instructions to expedite the construction of calf nurseries. “In agribusiness it is necessary to build calf nurseries fast,” he stated. “Guys, I am an experienced man… What do I have to explain? If you don’t have calves today, you will not have milk and meat tomorrow.”

The president stressed that a failure of the adopted five-year term program at the start is not an option. “I still don’t feel the martial law, the mobilization of human resources, and the desire to fulfill it. Some want to sit it out or cover themselves with ‘objective reasons’. It won’t work. Since we have declared the time of concrete deeds, then people will be held accountable for the lack of these deeds,” he warned.
According to the president, every year a third of his instructions remain unfulfilled: “You are playing with fire. And after all, we’ve sent an entire general over there [the current head of the Office of the Council of Ministers Valery Vakulchik]. A military person… Can’t you organize the subordinates in a way for them to work like an army?”
Aleksandr Lukashenko pointed out that despite broad powers and professional competences of the prime minister and his deputies the government has yet to become a powerful analytical and economic staff for the sake of accomplishing interindustry tasks. This is why the Belarusian leader dwelled on the role and tasks of the deputy prime ministers.

“The deputy prime minister should not replace the work of ministries and drown themselves in micromanagement. Your task is to work out conceptual proposals, tie all interests, and most importantly, secure export,” Aleksandr Lukashenko stated.

The head of state also assured that it would be impossible to jump from one cushy job to another: “It is the most important thing: if you get the job, you will be held responsible. Just like it is in China or like it was in the Soviet Union. People would work miracles both in the Soviet Union and in China. If the president says that fallen trees have to be removed by some date, then they must be removed,” Aleksandr Lukashenko gave an example.
The president pointed out that all the documents of utmost importance had been adopted in Belarus before the new period began. “A systemic approach to the accomplishment of tasks, prompt actions, preparation of decisions if necessary, strict implementation standards should be at the heart of your efficiency in the future. If you want to work, then let’s work,” the Belarusian leader concluded.
