MOSCOW, 28 January (BelTA) - Breakthrough solutions in the field of information security are being implemented within the framework of the Union State of Belarus and Russia, Aleksandr Neverovsky, Deputy State Secretary of the Security Council of Belarus, said at the 28th National Forum on Information Security InfoForum 2026 in Moscow. The event is taking place in the Russian capital on 28-29 January with the participation of a Belarusian delegation, BelTA has learned.
According to Aleksandr Neverovsky, the issues discussed at the forum literally concern every person who has become part of the global information space. “Given the unfolding of large-scale destructive activities in this field, we have to constantly improve,” he said. “This applies not only at the national level but also within the framework of ensuring the information security of the Union State. Thanks to successful Belarusian-Russian strategic cooperation, systematic work has been established. This confirms the commonality of approaches and the continuity of strategic planning documents adopted within the Union State format. Primarily, this is the Union State Information Security Concept. It is based on national conceptual documents adopted in this area.”

A significant step in countering cybercrime was the signing of the UN Convention against Cybercrime in October 2025. The document was developed by the Russian Federation in co-authorship with Belarus. Last year, additional measures were adopted in Belarus to improve the effectiveness of combating offenses in this area. This has enabled more rapid blocking of stolen funds in accounts and ensured their return to the victims.
According to Aleksandr Neverovsky, work continues to develop a national network of specialized cybersecurity centers operating around the clock. This aims to enhance the protection and resilience of national Internet segments and other critical information infrastructure facilities. National exercises and training for cybersecurity units are conducted on a regular basis. One of the most recent was Cyber Marathon 2025, which focused on honing skills for investigating cyber incidents and assessing the effectiveness of information infrastructure defenses.

“In the exercise conducted at the initiative of the State Secretariat of the Security Council on the cyber range, participation included certified cybersecurity centers, educational institutions, and representatives of the security sector,” the deputy state secretary said. He suggested exploring the feasibility of conducting such events within the framework of the Union State, similar to the joint Belarusian-Russian Zapad exercises.
Currently, coordinated activities to ensure information security are being conducted within the framework of the Union State. Regular, standing bilateral consultations are held between the offices of the Security Councils of Belarus and Russia, with the participation of relevant government agencies. The next such meeting will take place on 29 January. During it, the effectiveness of implementing the plan for the main directions of Belarusian-Russian cooperation in the field of information security for 2024-2026 will be analyzed, and priorities for the near future will be determined.
Aleksandr Neverovsky added that on 17-19 June 17 the 3rd International Security Industry Exhibition “National Security. Belarus 2026” will be held in Minsk. One of its organizers is the State Secretariat of the Security Council of Belarus. He invited all forum participants to attend the event.
