
MINSK, 13 September (BelTA) - The partnership between Belarus and China has entered a rapid development trajectory, with interregional interaction as its foundation, Sergei Aleinik, Chairman of the Standing Commission on International Affairs and National Security of the Council of the Republic of Belarus said during negotiations with representatives of the Xinjiang Uygur Autonomous Region (XUAR) in Urumqi, BelTA has learned.
The trip to the XUAR took place during the International Legislators Forum for Friendly Exchanges titled as Creating Global Cooperation for Joint Sustainable Development, held in the People's Republic of China. Representatives from legislative bodies of about 50 countries are participating in the event.
Sergei Aleinik highlighted China's significant successes and achievements in the social, economic, humanitarian, and cultural sectors, as well as improvements in the welfare of the Chinese people, citing the example of the Xinjiang Uygur Autonomous Region.
The chairman emphasized the role of the leaders of both countries, Aleksandr Lukashenko and Xi Jinping, in the dynamic development of Belarus-China relations, which have reached the level of all-weather and comprehensive strategic partnership.
“The partnership between Belarus and China has entered a rapid development trajectory, reaching a historic high. In H1 2025, the trade exceeded $4.5 billion. Today, there are no sectors where we do not cooperate,” Sergei Aleinik said.
“Interregional cooperation plays a significant role in strengthening the partnership between our countries. Currently, each region and Minsk has three or more sister regions in China, ensuring coverage of almost all provinces of China. There are 33 twinning agreements between regions and provinces and over 70 between cities and districts, with 16 roadmaps for cooperation development being implemented,” Sergei Aleinik said.
Sergei Aleinik is confident that regional ties provide additional momentum for joint economic and humanitarian projects. He cited the cooperation between Belarus and the Xinjiang Uygur Autonomous Region of China as a successful example. Since 2014, there have been regular visits by Belarusian business representatives to the XUAR to participate in the China-Eurasia Expo in Urumqi. In November 2024, the Belavia airline launched a regular flight on the route Minsk-Urumqi-Minsk.
Sergei Aleinik also noted that Gomel Oblast and the Xinjiang Uygur Autonomous Region have been fruitfully interacting in economic, social, and cultural sectors for nearly 10 years. In particular, a Strategy for Cooperation between Belarus and the XUAR has been developed and is being successfully implemented, encompassing six areas of interaction: trade and economy, agriculture, logistics, tourism, healthcare, and interregional connections.
The Protocol of Intent has been recently signed to establish twinning relations between Mozyr in Gomel Oblast and Karamay in the Xinjiang Uygur Autonomous Region. In May 2025, a delegation from Karamay visited Gomel and Mozyr.
Sergei Aleinik emphasized that cooperation in logistics has significantly intensified. In particular, Belarusian goods are being exported to China through the border trade point in the city of Khorgos. A platform is being created for the stable and sustainable supply of Belarusian agricultural products to China.
“We highly value the long-standing trustful dialogue and friendship with our Chinese partners and colleagues, which serves as a solid foundation for realizing the vast potential of bilateral cooperation,” emphasized Sergei Aleinik. “By preserving and enhancing our traditions and strengthening friendly intergovernmental ties, we will contribute to expanding fruitful contacts and implementing joint projects for the benefit of our peoples.”
The Belarusian representative specifically noted the successful chairmanship of the People's Republic of China in the Shanghai Cooperation Organization and the successful holding of a landmark summit in the organization's history. The discussion also covered the common positions of Belarus and China on historical memory and the 80th anniversary of the Great Victory.
The International Legislators Forum for Friendly Exchanges began in Beijing and continued in Urumqi. Members of the international delegation are visiting enterprises, meeting with local authorities, and studying the experience of parliamentary activity in the Xinjiang Uygur Autonomous Region of China.
