New construction regulations to expedite implementation of promising projects in Belarus’ regions

MINSK, 12 December (BelTA) – New regulations for the civil engineering industry are designed to expedite the realization of promising projects in the regions. Belarusian Deputy Economy Minister Maria Mazhinskaya made the statement when asked how legislation is getting improved for the sake of accomplishing regional development tasks in accordance with the draft program for the new five-year term, BelTA has learned.

According to Maria Mazhinskaya, the legal framework has been conceptually updated and now relies on three main principles: affordable capital, demand for support mechanisms and the minimization of time investment by businesses. In conditions of global competition for investments it is speed and flexibility that become the decisive factors.

The deputy economy minister reminded that for the sake of reducing the time spent building or reconstructing facilities of priority interest for the regions this year the head of state has signed decree No.266 “On providing the authority in the field of civil engineering”. In furtherance of the decree the government has passed resolution No.549 “On the procedure for forming the list of facilities in need of top-priority construction for the sake of social and economic development of the oblasts and Minsk”. The documents are designed to promptly address procedural issues in the course of building or reconstructing priority facilities in a region.

“All kinds of reconciliation and approval steps starting with the allocation of land plots and the organization of survey work and ending with the expert evaluation of the design take a considerable amount of time. Thanks to the adoption of these documents decisions on building manufacturing facilities of social importance can be made by the oblast administrations with approval of the central government. It expedites the process and enables regional authorities to independently determine priorities and make decisions that directly affect the improvement of the quality of life for people on the ground,” Maria Mazhinskaya noted.

Government resolution No.549 introduces a special procedure for compiling the list of such facilities and determines conditions for including facilities into the list. It affects the construction or reconstruction of social and manufacturing facilities upon instructions of the head of state, of the Council of Ministers, construction or reconstruction in the interests of national security, for the sake of relieving social tensions. It also affects manufacturing facilities, which are being built in the course of realization of investment agreements and preferential investment projects.

If one of the specified criteria is met, then the customer can send an application to the appropriate oblast administration or the Minsk City Executive Committee. After getting a positive conclusion and the decision to include the project into the list, the customer together with municipal authorities has to work out a draft decision on determining peculiarities of development of predesign documentation, design documentation, and construction and send it to the government for approval. And once the approval is granted, work may begin.

“We expect that businesses and the regions will actively use the new possibilities. Businesses will be able to more promptly realize their ideas. The regions will get new jobs and infrastructure. People will get a higher quality of life,” the deputy economy minister concluded.
