EEC Council changes rules for determining origin of goods

  MOSCOW, 14 May (BelTA) - The Council of the Eurasian Economic Commission (EEC) has decided to revise the rules for determining the origin of goods from developing and least developed countries - users of the unified system of tariff preferences of the Eurasian Economic Union (EAEU), BelTA learned from the EEC trade block.

“The updated version contains a package of comprehensive amendments, which provide for improvement of the procedure of documentary confirmation of the origin of goods, simplification of conditions for importers to receive tariff preferences, optimization of provisions on administrative cooperation with beneficiary countries, as well as a number of other changes which envisage the five-year experience of the law enforcement practice,” the EEC said.

In particular, the new rules provide a possibility to confirm the origin of goods applying for tariff preferences by a copy of the document of origin instead of its original. The requirement for mandatory purchase of goods exclusively from persons registered in the countries - users of the unified system of tariff preferences of the EAEU has been abolished.

“The adopted decision is an effective measure to adapt the rules applied in the union to modern trade conditions and minimize existing difficulties with confirmation of preferential origin of supplied goods to the customs authorities of the EAEU member states,” Andrei Slepnev, member of the Board (Minister) for Trade of the EEC commented. In his words, these changes are also a continuation of the consistent work of the union to implement measures to support the least developed countries, the need for which is regularly discussed on the platform of the World Trade Organization.
