Draft e-commerce agreement sent to EAEU members for national approval

MOSCOW, 23 January (BelTA) - The Board of the Eurasian Economic Commission (EEC) has approved a draft agreement on e-commerce of goods within the Eurasian Economic Union and has forwarded it to the member states for the necessary domestic procedures required to sign the document, BelTA has learned.

“The agreement was developed as part of implementing the roadmap for creating favorable conditions for the development of e-commerce in the EAEU, approved by the heads of government of the union’s countries in 2021. It is aimed, first, at establishing common rules for conducting this type of trade on the internal market,” the EEC explained.

In fact, the goal of the extensive work carried out was to reduce the risk of various barriers arising on the path of free movement of e-commerce goods,” EEC Board Member (Minister) for Trade Andrey Slepnev said.

He clarified that for businesses this means uniformity, predictability, and transparency of regulation across the entire union, the possibility of using electronic document management, and a reduction in administrative burden and financial costs. For consumers, this involves uniform standards for protecting their rights at a level no lower than in traditional trade, ensuring information security, protecting personal data, and limiting spam distribution.

Overall, creating a comprehensive legal environment is an important step in providing favorable conditions for both businesses and consumers in the “five” countries. Ensuring the free movement of e-commerce goods (both physical and digital), as well as related services on the union’s market, gives citizens access to a wide range of quality goods from different regions and opens up new sales markets for businesses.

“The e-commerce agreement proves that free trade and consumer protection are not competing goals, but complementary principles that together form an effective, trustworthy, and competitive economy,” Andrey Slepnev stressed.
