MINSK, 24 April (BelTA) – Prior to the meeting of the Presidium of the Council of Ministers to consider the concept of Belarus’ social and economic development program for 2026-2030 and the program of government activities for 2025-2029, Belarusian Economy Minister Yuri Chebotar commented on the priorities of social and economic development that will make part of the program for the next five years, BelTA has learned.
The meeting considered the concept of the social and economic development program in accordance with the updated law on programming and planning. “The concept provides for the definition of priority areas, on which the country will focus in the next five years. We have gone a little further in the development of the document. We concretized this document on the main priorities, sources of growth and other points,” Yuri Chebotar said.

The version of the concept, which was presented at the Presidium of the Council of Ministers, would characterize the new look of the future social and economic development program. “What did we proceed from while working on it? First of all, these are the president’s instructions laid down in the election program and the inauguration speech. Secondly, these are the people’s needs. Surveys were conducted for this purpose in order to understand these needs,” the minister explained.
The development plans also took into account long-term documents, such as the main provisions of the National Sustainable Development Strategy. “The president instructed not to rewrite the program, but to make the document updated. Therefore, we have highlighted the main areas, on which we will work within the next five years,” the minister emphasized.
The Economy Ministry has identified several priorities and outlined the main sources to achieve them. First of all, it is rental housing. The president spoke about it in his inauguration speech, Yuri Chebotar said. “The goal is to increase the construction of rental housing several times,” he added.

Well-performing regions are another priority. “This includes the development of social infrastructure and the implementation of commercial projects. We continue all our initiatives in this regard,” the minister said.
One more priority is digitalization and technology. “We need to meet the challenges of modernity and improve the competitiveness of our industry and the real sector of the economy,” he stressed.
The fourth priority is tourism. “The president also spoke about it in his inauguration speech. The task is to make the sector grow further,” Yuri Chebotar added.
The Economy Ministry singled out the development of these areas as the major ones. They were made the focus of the today’s meeting as the Presidium of the Council of Ministers discussed the concept of the social and economic development program.
