Belarus President outraged by steep increase in utility rates

MINSK, 22 February (BelTA) – When hearing out a report on the tax and excise policy in 2016 Belarus President Alexander Lukashenko said he was outraged with the steep increase in utility tariffs, BelTA informs.

The President got familiar with the situation with the utility tariffs. “We have calculated everything, haven't we?” he asked. Chairman of the State Control Committee Leonid Anfimov said that necessary calculations have been made, but the way the new tariffs were introduced was poorly thought of.

“Those who failed to fulfill my instructions regarding the tariffs should be brought to account,” the head of state said. “You should have a list of people who were responsible for this. This is a serious issue. We are making calculations and plans, and they are doing everything differently.”

Besides, Alexander Lukashenko instructed the chairman of the State Control Committee, the head of the Belarus President Administration, and the prime minister to submit utilities tariffs calculations by 1 March. “You should calculate the cost of garbage removal, lighting, the use of elevators, cleaning, heat energy, cold and hot running water, gas, electricity and submit the results to me,” the head of state said. He stressed that the government officials who will fail to fulfill these instructions will bear personal responsibility for it.

“I am convinced that we will find the reserves. I mean passenger fees incorporate certain nonproduction and other costs, the President said. “Let's see what share of costs is covered by people and let's analyze these costs. The fares need to be revised.”

The suggested novelties include the removal of preferential VAT rates on roughly 35 food varieties starting with milk, meat and ending with baby food. The President stressed that the measures would inevitably lead to an increase in prices and it is unclear whether the measures would benefit the state budget.

“The government's proposals concerning wholesale privatization cannot be accepted. Even [the proposals] to change the system used to privatize state property,” stressed the President.

The President noted that he thoroughly analyzed the proposals of the government. “Belarus does not need reforms similar to those carried out in Russia by Yegor Gaidar,” Alexander Lukashenko stressed.
