Legislative changes ease border zone access for Belarusians

MINSK, 5 February (BelTA) – The Law of the Republic of Belarus No. 130-Z of 2 February 2026 “On amending laws on state fingerprint registration” has been officially published on the National Legal Internet Portal. The document simplifies access to the border zone for Belarusians, BelTA learned from the State Border Committee.

“When it comes to the operation of the border agency, the main goal of the amendments is to harmonize laws on the state border, strengthen protection from external threats, while simultaneously creating more convenient conditions for individuals and businesses,” the State Border Committee remarked.

The document expands the list of documents that grant Belarusian citizens access to the border zone. Valid forms of identification now include pension certificates, disability certificates, student ID cards, and pupil ID cards. It also permits transit to a place of residence or stay within the border zone without requiring a special pass. In addition, the requirement to verify passes when selling tickets for regular transport routes to settlements located within the border zone or border strip has been eliminated.

The document further removes the requirement to obtain permission from border authorities for economic or other activities on Belarusian internal waters (rivers, lakes, and other surface water bodies entirely within the country’s territory) situated in the border zone.

To strengthen national security, starting 1 April 2026, border authorities will be authorized to conduct fingerprint registration for certain categories of foreigners crossing the state border. “During border control, mandatory fingerprint registration will apply to foreigners subject to deportation or expulsion, those transferred to another state under readmission procedures, persons on the list of those banned or deemed undesirable for entry, as well as foreigners posing a threat to national security,” the State Border Committee explained.

The procedure will not apply to minors under 14 years of age, foreigners aged 75 and above, citizens of the Russian Federation except those subject to deportation, expulsion, or entry bans, as well as heads of foreign states and governments, diplomats, and certain other categories of foreigners.
