MINSK, 23 February (BelTA) - Deputy Chief of the General Staff of the Armed Forces for Scientific Work Viktor Tumar spoke about Belarus’ updated military policy in a new episode of BelTA’s Nation Speaks project.
In December 2025, Belarus completed the legal formalization of its updated military policy. Three laws were brought into line with the Military Doctrine.
“We see that the political situation is changing, and now the lever of force is beginning to prevail over the lever of diplomacy. Therefore, we had to update the Military Doctrine. This document is innovative and interesting, with many new provisions. As the main document for the military, it has led to changes in three laws: on the Armed Forces, on Defense, and on Martial Law. The tasks of the Armed Forces were adjusted in these laws, as they are currently in a mode of strategic deterrence. We want to preserve peace on our land and consider this the main task,” Viktor Tumar emphasized.

If military incidents arise, the Armed Forces must promptly neutralize them. “The Defense Ministry and the General Staff have received additional powers as the main body for coordinating with national government bodies to ensure military security,” he added.
According to the deputy chief of the General Staff, one of the key changes concerns the understanding of a military threat. “This is no longer just an attack on our state, but also on the Union State. We have expanded this concept and accordingly adjusted the General Staff’s plans for the use of the armed forces,” he explained.
Viktor Tumar drew attention to the fact that the changes are aimed at consolidating all national bodies for participation in defense. “The defense of the state is not limited to the Armed Forces; it is a broader concept. Every citizen must defend their home, and the Armed Forces, under the leadership of the General Staff, are a key element. Defense also includes the home front, which will provide the material means for victory. We are also talking about alliances: with our allies, we are stronger. Russia helps us with military technology and the experience of the special military operation, and we also conduct joint exercises,” he said.
