CIS Interstate Council on Industrial Safety to convene in Saint Petersburg

MINSK, 11 September (BelTA) – A meeting of the CIS Interstate Council on Industrial Safety will be held in Saint Petersburg on 12-13 September, BelTA learned from the press service of the CIS Executive Committee.

The draft agenda of the meeting includes 15 items. The council will evaluate the results of the work in 2018-2019 and discuss amendments to legislations of the CIS member states on industrial safety at hazardous industrial facilities, focusing on pipeline transport facilities.

Participants of the meeting will also consider ways to organize state oversight of industrial safety, will examine the track record of national oversight bodies in ensuring safety of hydraulic structures, professional performance of young specialists and certification of experts in this field.

Moreover, members of the council will evaluate the implementation of the technical assistance project Strengthening industrial safety in Central Asia through the implementation of and accession to the UNECE Convention on the Transboundary Effects of Industrial Accidents, touch upon matters of bilateral and international cooperation and long-term safety of decommissioned oil and gas wells.

The CIS Interstate Council on Industrial Safety was set up in 2001. It includes representatives of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, and Tajikistan. The goals of the council are to establish common principles and procedures of mutual recognition of permits for using technical devices at hazardous industrial facilities, harmonize principles of mutual recognition of licenses, and lay down common requirements for training and certifying staff of organizations which operate hazardous industrial facilities.

The council has already carried out a comparative analysis of legal regulation on industrial safety regarding oversight of lifting equipment and equipment which deals with excessive pressure. Plans are in place to begin similar work in the field of industrial safety at hazardous production facilities of enterprises of chemical and mining industries and those that process plant raw materials. Work is also underway to analyze the data on industrial accidents and occupational injuries.

The CIS Interstate Council on Industrial Safety runs a website to facilitate exchange of information about various aspects of oversight in the states – parties to the agreement.
