Belarusian statistics agency presents national MPI validated by University of Oxford

MINSK, 29 December (BelTA) - Belstat has presented the National Multidimensional Poverty Index (NMPI), validated by the University of Oxford, BelTA learned from the press service of Belarus’ National Statistical Committee (Belstat).

The Oxford Poverty and Human Development Initiative (OPHI) at the University of Oxford has officially validated the National Multidimensional Poverty Index (NMPI) developed by the National Statistical Committee with the support of the United Nations Development Program in Belarus. Belstat explained that international poverty measurement often relies on monetary indicators. However, to gain a deeper understanding of the phenomenon, it is important to also consider deprivations beyond income, i.e.  low satisfaction levels affecting people's quality of life.

The proposed National Multidimensional Poverty Index (NMPI) includes five measurement dimensions: “Education”, “Health and Environment”, “Housing Conditions”, “Employment” and “Standard of Living” along with 11 indicators.

Experts from the Oxford Poverty and Human Development Initiative conducted a thorough analysis of the national index submitted by Belstat. The validation process also assessed data quality and the obtained results. The independent evaluation confirmed that the NMPI meets international standards for such an index and serves as a solid foundation for assessing the country's poverty level across various dimensions of life.

The development of the NMPI underscores Belarus’ commitment to the Sustainable Development Goals (SDGs) for 2030. The index and its components will be utilized as instruments for the state's effective social welfare policy.

One component of the index is included in the global list of SDG indicators, specifically, the proportion of population living in multidimensional poverty. In 2023 Belarus saw this indicator at 2.7%. The corresponding figures in other countries were: Poland - 16.3%, France - 20.4%, Germany - 21.3%, Italy - 22.8%, Lithuania - 24.3%, and Latvia - 25.6%.

Belstat plans to calculate this indicator on an annual basis.
