
MINSK, 27 August (BelTA) – Chairman of the House of Representatives Igor Sergeyenko called the University of Civil Protection of the Emergencies Ministry a “cradle of personnel”, BelTA has learned.
Chaired by Igor Sergeyenko, an expanded on-site meeting of the Council of the House of Representatives of the National Assembly of Belarus took place at the University of Civil Protection of the Emergencies Ministry on 27 August. The meeting aims to discuss the improvement of the legal regulation of the operations of the Belarusian Emergencies Ministry (in preparation for the consideration of the draft law “On amending laws on the work of emergency response agencies and units” by the House of Representatives).
The parliamentarians were briefed on the capabilities of the Emergencies Ministry at the University of Civil Protection. Participants of the on-site meeting evaluated the process of training rescuers. The cadets’ performance in emergency response scenarios, from road to chemical accidents and firefighting, as well as using climbing gear for rescues, demonstrated the seamless link between theory and practice. They also learned about the training programs for rescue drivers and swimmers, drone operators and smoke divers, and modern equipment used by Emergencies Ministry units. In deep respect for the ultimate sacrifice, the parliamentarians laid flowers at the monument to Emergencies Ministry workers, who died fulfilling their duty.
“The venue of our meeting was not chosen randomly. This state-run higher education institution is the main cradle for training highly qualified specialists in fire safety, protection against natural and man-made emergencies. We saw for ourselves the training base for future officers of the Emergencies Ministry. It is exactly the place, which allows one to comprehensively consider theoretical matters of the operation of the Emergencies Ministry and practical aspects of implementing legislative norms,” Igor Sergeyenko noted.
“The work on improving laws in the operations of the Emergencies Ministry has a consistent and systematic nature,” the speaker emphasized.
Igor Sergeyenko recalled that the year 2024 saw the adoption of the revised Military Doctrine and the National Security Concept of the Republic of Belarus. “In particular, the National Security Concept identifies the further improvement of the state system for emergency prevention and response as one of the key directions for neutralizing internal threats to national security. During the recent session, the House of Representatives adopted the draft law “On Amendments to the Law of the Republic of Belarus “On State and Mobilization Material Reserves”. This law came into force on 16 August 2025. It will contribute to enhancing the efficiency of emergency response efforts and ensure more resilient operation of production sector in such situations,” he said.
I am sure today’s discussion with a wide range of interested parties will contribute to working out joint decisions on improving the legal regulation in the emergency response. It will be reflected by the law [“On amending laws on the work of emergency response agencies and units”],” the speaker added.
Following the conclusion of the meeting, Igor Sergeyenko addressed the deputies on another matter. Previously, the speaker had participated in a meeting with the Belarusian president on efficiency of national retail system.
Rural trade has always been closely monitored by the parliamentarians. Igor Sergeyenko noted that prior to the meeting with the head of state, each commission had presented its vision of the situation, taking into account other opinions and assessments. He emphasized that their conclusions were 100% aligned with the approaches outlined by the president at the meeting on 26 August.
At the same time, the speaker pointed out that the parliamentarians continue to monitor this issue closely. “You heard the task set by the head of state: to develop an effective system of trade services across all of Belarus, reaching every district, by 1 January 2026. This task has been assigned, of course, to the governors of oblasts and districts. However, we are not standing aside from this issue. During the visits, it is necessary to identify where real problems exist related to rural stores, consumer cooperatives, trade outlets of other forms and mobile stores,” he stressed.
Igor Sergeyenko called on the parliamentarians to pay special attention to emerging problems, including closure of stores, first-aid stations, schools and kindergartens in rural areas. The speaker highlighted the need to work together with local authorities in order to observe everything firsthand and make one’s own judgments.
