Terms of providing housing subsidies change in Belarus

MINSK, 2 June (BelTA) – Rules regulating housing construction and lending in Belarus have been fine-tuned. The new approaches were laid out in Presidential Decree No. 95 “On government support for housing construction” and Presidential Decree No. 94 “On amending the Decree of the President of the Republic of Belarus” dated 6 March 2025, BelTA has learned.

Decree No. 95 “On government support for housing construction” aims to create a single regulatory document laying out the rules and procedures for providing people with government subsidies for housing. It incorporates all existing forms of subsidies. The amount of subsidies will remain the same. So will the procedure, terms and type of population groups who are eligible for such support (all civilians and the military).

The decree provides for three forms of government support for the construction or purchase of housing: preferential loans for the construction of single-family homes, apartments in town houses, as well as for the acquisition of single-family homes, apartments in apartment blocks or town houses built under government orders (21 population groups), one-time subsidies for the construction or acquisition of housing (17 population groups), financial assistance for repaying debt on preferential loans (for large and young families, at the birth of children). Certain population groups may have the right to all forms of government support.




One of key amendments envisaged by the decree is that qualifying candidates will no longer will able to take part in shared construction and apply for preferential loans for the purchase of apartments in apartment blocks built under government orders (while they will still be able to apply for preferential loans to build or buy single-family homes). In addition, subsidies for repaying loans and interest on commercial loans for housing construction will be replaced by preferential loans. In settlements with a population of up to 20,000, preferential loans will be provided for the purchase of newly-built housing  (built under government orders) or second-hand housing.

Decree No. 94 amends Decree No. 215 of 8 May 2013, which introduced the mechanism of government orders for housing construction. The essence of government orders is that residential buildings are built by government customers (construction companies and other government organizations) without involving buyers at the construction stage. A preferential loan for the construction of a residential building is provided to the customer organization. After a building is put into operation and purchase and sale agreements are concluded with buyers, the debt on preferential loans is passed on to buyers.

All changes came into force on 1 June  2025. Government support related to residential buildings, the construction of which began before this date, will be provided under the previous terms.
