MINSK, 19 December (BelTA) - The second session of the 7th Belarusian People's Congress, led by Belarusian President and Chairman of the Belarusian People’s Congress Aleksandr Lukashenko, continues on 19 December, BelTA has learned.
The main item on the agenda for the second day of the Belarusian People’s Congress session is the consideration of Belarus’ social and economic development program for 2026-2030. The document will be presented by Prime Minister Aleksandr Turcin. Speeches by other participants of the Belarusian People’s Congress are also expected.
The draft program outlines seven priorities. These are: national demographic security - preserving the population, strengthening the nation’s health, and supporting the family; developing human capital, ensuring quality education, and nurturing a harmonious and patriotic individual; creating a high-quality and comfortable living environment; boosting competitiveness, accelerating technological development, and pursuing digital transformation.

Among the priorities are also strong regions; strengthening the state’s defense capability and developing the defense sector of the economy; and realizing tourism potential.
The day before, on the first working day of the Belarusian People’s Congress, Aleksandr Lukashenko delivered an Address to the Belarusian people and Parliament. In it, the head of state spoke on a wide range of issues, including the situation surrounding the country and international affairs.

Particularly relevant for the second day of the session, the president named the top ten priority areas and tasks in the economy for the five-year period.

“The goals we define as primary are always answers to two simple questions: what do we expect from the state, and what are we ready and obliged to do so that the state preserves the socially oriented way of life that is familiar and comfortable for us? The answers to the questions I have posed are the strategy of a country looking toward the future,” the Belarusian leader emphasized.
Among other items on the agenda for the second day of the Belarusian People’s Congress is the election of a member to the Presidium of the Belarusian People’s Congress (replacing Konstantin Burak, who was appointed as Belarus President’s Aide - Inspector for Grodno Oblast in April 2025). This decision is to be made by secret ballot.
The Belarusian People’s Congress will also consider personnel matters for the Constitutional and Supreme Courts, as well as issues related to the Congress’s funding.
