MINSK, 13 May (BelTA) - Sergei Sivets, Chairman of the Standing Commission on Legislation and State Construction of the Council of the Republic of the National Assembly of Belarus, Deputy Chairman of the Standing Commission on Legal Affairs of the CIS Inter-Parliamentary Assembly, took part in a meeting of the CIS IPA Standing Commission on Legal Affairs via a video conference call, BelTA has learned.
"The agenda of the meeting was quite extensive. All in all, we considered 14 items. Traditionally, model legislation was in the focus of the commission. We reviewed the status of the work on draft model laws "On appraisal activities," "On insurance," "On funds, "On consumer protection". These things are part of civil-legal relations and will prove very useful and valuable in our work to adjust the Civil Code of the Republic of Belarus,” Sergei Sivets noted. “I believe that today's meeting of the Standing Commission will contribute to further development of the CIS and will be a good help in improving the national legislation."
He noted that the commission will consider the CIS IPA draft model law "On appraisal activities" taking into account the comments and proposals of the national parliaments. This model law will govern relations that arise in appraisal activities, including state regulation and self-regulation. "Its developers have analyzed the experience of legal regulation of appraisal activities of foreign countries and the CIS states. There are significant differences in the legal systems, both in terms of structure and also in terms of content of the relevant legislation. This model law will approximate the laws on appraisal activities of CIS member states, eliminate the gaps and shortcomings of the national legislative regulation of appraisal activities, and ensure the uniform and systemic state regulation," Sergei Sivets noted.
In addition, members of the CIS IPA Standing Commission reviewed the draft model law “On contractual law”(general provisions)." After the discussion, this document will be sent to the parliaments of the CIS IPA member states for expert evaluation. The MPs exchanged the views on the concept and structure of the draft model laws "On financial transactions" and "On ways to ensure compliance."
The Belarusian delegation made proposals to amend and supplement the Regulation on Standing Commissions of the Inter-Parliamentary Assembly, which were supported by the members of the Standing Commission.
