Minister describes priorities of Belarus’ social and economic development program 2026-2030

MINSK, 18 September (BelTA) – Belarusian Economy Minister Yuri Chebotar told the media about the priorities of the country’s social and economic development program for 2026-2030 before the start of a meeting of the Presidium of the Council of Ministers on 18 September, BelTA has learned.

On 18 September, the government considered the draft social and economic development program for 2026-2030. “We considered its main provisions six months ago, back in April, in the concept of the corresponding program. In accordance with the law on state programming, the concept was approved by the head of state and it became the basis for us to develop the program,” the minister emphasized.

Yuri Chebotar added that the key points laid down at that time have remained unchanged. “These are five main priorities and seven directions into which we have incorporated all the main requests of society, the instructions of the head of state, and current problematic issues that will need to be resolved within the next five years. Among the five priorities are rental housing, quality roads, issues related to real sector development -these are digitalization and technological advancement - and strong regions,” he listed.

Furthermore, tourism has been identified as an important priority. This is the aim of the recently published Presidential Decree No.329 on improving state administration in tourism, which transfers the National Tourism Agency to the authority of the Council of Ministers. According to Yuri Chebotar, the parameters are already clear - this industry should account for 4.5% of GDP by the end of the five-year period.

In addition, a set of documents ensuring the fulfillment of the social and economic indicators of the future five-year plan was considered, the minister said. It includes 19 state programs, 17 sectoral programs, more than 30 scientific and technical programs, and seven regional programs. “All this forms the image and framework for the implementation of the 2026-2030 five-year plan. We have implemented what we planned in April - the principle of verticalization, whereby all indicators and tasks of the future five-year plan are cascaded down to the relevant programs and responsible ministers. Thus, it is already clear who will execute what and how,” he pointed out.

Certain areas are already being implemented. For example, a legislative framework has been developed for rental housing, allowing people to understand the rules of purchase. A decree has been adopted to enable lending to enterprises for the creation of a rental housing stock.

Drivers for the next five-year plan will be new directions in the economy and industries that regulators are focusing on. Yuri Chebotar gave examples of such areas: creating a robotics industry in Belarus with support for the introduction of robotization and automation at enterprises, as well as the use of local raw materials for the development of the woodworking industry. According to the minister, these areas are relevant and are already provided for in the social and economic development program.
