MINSK, 15 February (BelTA) – Speaking today at the meeting of the Board of the Finance Ministry Belarus Premier Mikhail Myasnikovich urged to accelerate the introduction of International Accounting Standards (IAS) in Belarus, BelTA has learnt.
According to the head of government, the IAS action plan was partially fulfilled in 2011. In this respect Mikhail Myasnikovich instructed to expedite this work. This is one of the conditions to raise Belarus’ attractiveness in the international arena. There is a need to speed up the development and adoption of documents on the implementation of the law on accounting. “We also need the official IAS documents in Russian. All the aforesaid measures should be implemented by June 2012,” he said.
The Prime Minister paid special attention to improving Belarus’ positions in the international taxation system ratings. In his view, Belarus can raise up to 70th position (now 156th – BelTA’s note).
The head of government instructed the Finance Ministry to consider the competitiveness of Belarus’ financial system in the Single Economic Space. “Without advantages in the form of mineral resources, we must offer institutional benefits, ease of doing business, lack of corruption, safety of ownership and good infrastructure,” he said.
It is also important to introduce medium-term planning and budgeting, which are result-oriented. “Now we need to see the whole period up to 2015 inclusive. Without analytics and medium-term planning, you will become regular accountants instead of strategists of public finances,” the Prime Minister noted. Therefore, Mikhail Myasnikovich asked the Finance Ministry to get involved in the work jointly with the Economy Ministry to make public finance forecast up to 2013-2014. The aim of the project is to make optimal distribution of resources across priority areas of socio-economic development. "From a policy of stabilization we must move to a policy of development,” Mikhail Myasnikovich added.
