Belarus’ National Bank sets financial tech standards to boost payment safety

MINSK, 7 February (BelTA) - The National Bank of Belarus has approved standards for financial services and technologies aimed at combating unauthorized payment transactions, BelTA learned from the press service of the National Bank.

One standard that will take effect in Belarus is “Banking Activity. Information Security Assurance. Anti-fraud System for Transaction Assessment”. It establishes the following requirements for organizations: to formalize in local regulatory acts the procedures for applying an anti-fraud system, the methods for detecting signs of unauthorized transfers, and the mechanism for interaction between structural units upon receiving information about incidents; to utilize session-based and transaction-based anti-fraud measures; to apply indicators of unauthorized transfers; to use information from the ASOI (Automated System for Operational Information) BlackList within the anti-fraud system and to impose restrictive measures on individuals involved in conducting unauthorized payment transactions.

The standard “Banking Activity. Information Security Assurance. Device Digital Fingerprint” is aimed at ensuring unified device identification across financial institutions. It presents a unique set of parameters allowing financial organizations to uniformly identify a user’s device. A user’s digital fingerprint is compared by financial institutions against information from the ASOI BlackList, and if the user is found to have participated in unauthorized payment operations, restrictive measures are imposed.

The standards come into force on 1 July.
