Belarus’ experience of digital transformation of statistics system presented at forum in Kazakhstan

MINSK, 6 November (BelTA) – First Deputy Chairman of the National Statistical Committee of Belarus Timofei Zhigarev and Head of the Central Office for Coordination and Development of the Statistics System of the National Statistical Committee of Belarus Alla Bilenko took part in the international forum “Digital transformation of national statistical systems” in Astana, Kazakhstan, BelTA has learned.

According to the press service of Belarus’ National Statistical Committee, Timofei Zhigarev and Alla Bilenko presented Belarusian experience during the forum.

As part of the panel session on the quality of data and their growing value in the modern world Timofei Zhigarev talked about the steps being taken in Belarus to ensure the quality of official statistics and about how much interested parties are involved in them: data providers, responders, and users.

“Ensuring the openness of information exchange between data providers and statistics is not simply a technical process but an entire system of norms and procedures,” Timofei Zhigarev stressed. “Belarus’ National Statistical Committee builds interaction on principles of transparency and trust. The entire process of acquiring and using the data is regulated. This approach guarantees high quality of acquired data and respectively the high quality of the official statistics information that stems from the data.”

The role of responders was emphasized by the speech. Timofei Zhigarev stressed that their involvement in the generation of statistics is the main factor that affects the completeness and veracity of collected data.

It was also noted that in the context of inclusive statistics production statistics users represent active participants, who form data queries, determine priority directions of analysis, and increase the public significance of statistics.

Timofei Zhigarev concluded: “The formation of inclusive statistics requires systemic work: from adapting the methodology and classifications to the development of communications channels and the evaluation of the work of statistics bodies. Inclusivity is achieved only when all participants of statistics production are involved in the process at every stage of it.”

A video review of functional capabilities of the modern information systems used by Belarus’ National Statistical Committee was organized as part of the exhibition of technological accomplishments and innovative solutions in the field of statistics within the framework of the forum.
