He also noted Belarus' successes on the path of development and emphasized the constructive nature of bilateral interaction. According to him, the relationship between Belarus and Vietnam has been steadily gaining momentum over the past decades.

"Despite various difficulties, the friendship of our peoples has been growing stronger. We value this. We have consistently attached great importance to the traditionally friendly relations with Belarus and want to cooperate with you in all fields for the benefit of the two peoples and for peace, prosperity and stability in the region and the world," To Lam said.
The general secretary of the Central Committee of the Communist Party of Vietnam said he intends to hold talks with Belarusian President Aleksandr Lukashenko and other meetings during his official visit to Minsk. "We will discuss different areas of cooperation and will raise our relations to a new level," he said.
In his opinion, public organizations and people's diplomacy play a special role in promoting the relations between the countries. This is why one of the first events of the visit was a meeting with representatives of the Belarus-Vietnam Friendship Society. Among the attendees are veterans - military specialists who worked in Vietnam at the time when the Soviet Union provided assistance to that country. "I am very happy to meet with Belarusian specialists who are connected with us in spirit. Warmest greetings and wishes to you and the Belarusian people," To Lam said. “The Communist Party, the state and the people of Vietnam always remember the kind-hearted assistance provided by the Soviet Union, the Soviet people, including the Belarusian people, when we fought for our freedom, and the assistance provided by the Belarusian people at present, when we are developing our country". He suggested that various social groups, representatives of universities and especially young people, on whom the future of bilateral ties largely depends, should be more actively involved in the events organized by the Belarus-Vietnam Friendship Society.

In turn, Chairwoman of the Belarusian Society of Friendship and Cultural Relations with Foreign Countries Nina Ivanova thanked the general secretary for keeping the tradition of Vietnam's top leaders meeting with representatives of people's diplomacy, veterans and youth. "For six decades, the Belarus-Vietnam Society has been an important plenipotentiary representative in Belarus," she said as she described figuratively the role of the organization. “It is engaged not only in cultural affairs. We are proud and happy to tell people about economic and social achievements of Vietnam. So you have two diplomatic missions in Belarus.”
