Russian Duma speaker highlights importance of regional agenda for Belarus-Russia Union State

MOGILEV, 23 September (BelTA) – It is impossible to make deliberate, effective and high-quality decisions without examining situation on the ground, Chairman of the Parliamentary Assembly of the Union State of Belarus and Russia, Chairman of the State Duma of the Russian Federation Vyacheslav Volodin told the media following a session of the Council of the Parliamentary Assembly in Mogilev on 23 September, BelTA has learned.

"It is important to know the situation on the ground. Without this we cannot make deliberate, effective and, most importantly, high-quality decisions. The Council session in Mogilev also discussed a bill on cross-border cooperation. We heard the reports by the heads of Mogilev Oblast and Smolensk Oblast. We took into account their vision of the situation," he said. "The more we dive into regional issues, the better decisions we will make within the framework of the Parliamentary Assembly of the Union State.”

Vyacheslav Volodin emphasized that the main task of MPs is to create laws to achieve the goals set by the heads of state. "It is not by chance that we have gathered today and discussed such issue as healthcare. It is important to make the rights of citizens of both Russia and Belarus equal in terms of access to medical care. Indeed, we provide emergency care. But there are a lot of problems, including financing, in terms of high-tech medical care. These matters were discussed with the participation of the Health Ministries of Russia and Belarus. Finally, we made a decision that will facilitate access to medical care.
The participants of the session also toured the Mogilev Oblast Clinical Hospital. According to Vyacheslav Volodin, such visits have a positive effect. "We saw how healthcare works in Belarus and Russia. This allows us to approximate our positions. The harmonization of legislation between our countries is extremely important," he stressed.

During the session, it was decided to form a special commission under the Parliamentary Assembly to deal with healthcare matters. This decision stems from the importance of healthcare for residents of Belarus and Russia. "We have also considered science and education and outlined separate areas to work more effectively on," Vyacheslav Volodin said.

The dynamics of Belarus-Russia relations is clearly reflected in the economy. "Belarus ranks fourth among Russia's five key trading partners. The trade amounts to tens of billions of dollars. We should work very responsibly. The Union State Treaty obliges us," he emphasized.
