MINSK, 8 April (BelTA) - The Belarusian People's Congress will act as a stabilizer of social development, Chairman of the Belarusian Central Election Commission Igor Karpenko said on the air of the Belarus 1 TV channel on 7 April, BelTA has learned.
"The Belarusian People's Congress, having acquired the status of a constitutional body, has its own powers that do not duplicate the functions of any other body," Igor Karpenko said. “For example, the Belarusian People's Congress shall set the strategy for the development of the state and society. This is a kind of stabilizer of social development. This step manifests the need for holding a constant dialogue between various government bodies and civil society and solving pressing problems that are of concern to our citizens, our people who are the only source of power in the country."
The Belarusian People's Congress shall approve the program of social and economic development. "The Belarusian People's Congress shall approve the Military Doctrine and the National Security Concept of the Republic of Belarus. When we were working on the constitutional reform and the referendum, the task was set by the president to redistribute a number of powers, for example to transfer a number of powers from the president to other government bodies. The Belarusian People's Congress shall appoint judges of the Constitutional Court, the Supreme Court, the chairman and members of the Central Election Commission. It shall also consider the strategic matters that it will deal with,” the head of the CEC emphasized. “The president and other government bodies shall rely on the decisions that will be made by the Belarusian People's Congress."
