“The discussion of amendments and additions to the fundamental law has galvanized the public and revived the civic responsibility that helped defend the independence and sovereignty of the state in 2020. The new Constitution seeks to formalize the evolutionary development path of society and the country, to ensure political continuity, economic growth, the integrity and cohesion of the state, civil accord on Belarusian soil,” the diplomat said.
He stressed that the Belarusians themselves shape the history of their country. “Amendments and additions to the Constitution of the Republic of Belarus proclaim the country's own model of democracy irrespective of foreign ‘guidelines'. The key provisions of the Constitution draft seek to strengthen democracy and defend our values, including historical and cultural heritage showing that we are the heirs of the Great Victory. The Belarusian People's Congress is proclaimed as a supreme institution of democracy. The rights and responsibilities of the president and other branches of power, as well as government institutions, will be redistributed. The president remains the head of state, a strong political institution retaining its core functions but delegating a number of responsibilities to other levels of power,” the ambassador noted.
Pavel Utyupin emphasized that work is underway to thwart outside attempts to manipulate the country's political system and to frustrate the efforts of ill-wishers to implement a hybrid strategy in Belarus.
