MP: Constitution should formalize measures against psychological terrorism

MINSK, 31 March (BelTA) – Measures to prevent psychological terrorism should be enshrined in the Constitution, Chairman of the Standing Commission on Education, Culture and Science of the House of Representatives Igor Marzalyuk told reporters on 31 March, BelTA has learned.

“I strongly believe that we should put a constitutional barrier to psychological terrorism, humiliation and insult, as well as intimidation of people and their families. This is prompted by the developments of last year. I believe that the Internet is just another channel of human communication that should be regulated by legislation. Non-compliance with the law, especially in the Internet, should entail a tough punishment, as it is the case with other mass media. Trolling, bullying, lies, nasty things and threats resulting in a heart attack or other health problems should simply be banned. I have no doubts about it,” the MP said.

According to the parliamentarian, it is necessary to introduce responsibility for the falsification of historical events. “Lying should be punished, as is done in all European countries. For example, in Germany, one can get from three to five years of imprisonment and very large fines for this. I think this is just the situation where we should follow in the footsteps of the European Union. If you deny the Holocaust, you will get a fine and will be put on the list of persons prone to extremism and Nazism; you will also be banned from teaching, or working in power structures or in the civil service. This is how it is approached in European democracies. In other words, if you cross the red line, you will be held accountable,” Igor Marzalyuk concluded.

The first meeting of the Constitutional Commission took place on 31 March. The schedule of the commission's meetings was approved: the commission will convene twice a month.
