Krutoi unveils employee retention strategies for Belarusian regions

MOGILEV, 13 February (BelTA) - Head of the Belarus President Administration Dmitry Krutoi attended a meeting to take stock of the social and economic development and budget execution of Mogilev Oblast for 2024, BelTA learned. 

Dmitry Krutoi noted that by most indicators Mogilev Oblast performed well last year. "The region is in the top three both by integral indicators such as GDP and by sectoral indicators such as the development of the manufacturing sector, construction industry," he said. At the same time, according to him, there were certain shortcomings. 
Among the positive aspects Dmitry Krutoi cited the launch of the system to monitor personnel flows in the districts of Mogilev Oblast. In this way, the region has fulfilled president's task. Now every chairman of the district executive committee has an opportunity to see which specialists leave the district and understand the reasons. "The task is to retail these specialists," he said. 

Provision of rental housing is also high on the agenda. Dmitry Krutoi remarked that during meetings with voters in the recent presidential election, this issue was raised more often than others and it was of great interest to people from all walks of life and to all types of employers, including state-run organizations and the real sector of the economy. "The president signed a decree that delegated the responsibility for dealing with this matter to the regions. Now, district and regional executive committees will compile lists of those who need rental homes. And we hope that the provision of rental housing as a tool to retain personnel will be scaled up this year," Dmitry Krutoi noted.

He emphasized that the regional economy is expected to grow on the back of investment projects and new enterprises. "Mogilev Oblast has been the country's biggest consumer of investments for the last three years - this includes construction and installation works and the purchase of equipment. That said, the region does not have flagship enterprises, such as BelAZ and Belaruskali, or oil refineries. Therefore, the region should have more SMEs in order to utilize all the investments that were earmarked for it. The region's construction complex should be significantly modernized using this money.”
The outflow of construction workers from the region stopped thanks to increased wages, which is currently one of the highest in the country, Dmitry Krutoi said. “Keeping in mind new volumes of resources it is necessary to strengthen the human resources and the potential of the construction enterprises,” he said.

According to Dmitry Krutoi, the president's tasks for the region in agriculture are clear. The region is expected to harvest 1.5 million tonnes of grain, maize and rapeseed, and to produce 5,000kg of milk per cow. There are plans to build dairy and pig farms, and also other facilities.

“The region is slightly below the national indicators in terms of retail trade,” he said. “I inquired why online trade is underdeveloped in Mogilev Oblast, given its logistical advantages such proximity to the border and good investment opportunities in the FEZ Mogilev. The Belcoopsoyuz system is growing at a rate lower than the regional and national pace. It is also important to deal with the problems of this segment.”
Dmitry Krutoi emphasized that following the meeting he identified a number of issues that require discussion at the level of the government and further work with the Finance Ministry. “This relates to the draft decree on the powers of district executive committee chairmen, which should be finalized and submitted to the president in just a few days,” he added. “Our task is simple: to find additional funds and opportunities at the district level, whether it will be the tax system or the system of redistribution of regional or national funds. The president has made a crucial decision: to  keep the level of subsidization of the districts in the next three years at the level of 2024. All additional revenues that will be received, including from new companies, will remain at the district's disposal and can be used primarily for investment purposes."

According to Dmitry Krutoi, all these aspects will help solve the strategic task: to retain personnel in the districts through new enterprises, increased wages and social package, including rental housing.
