Krutoi presents draft decree on new powers of district authorities in Belarus 

MINSK, 19 November (BelTA) - A draft decree to raise the status of chairmen of district executive committees in order to strengthen their role in the development of the districts was presented by Head of the Belarus President Administration Dmitry Krutoi at a meeting of the Presidium of the Belarusian People's Congress on 19 November, BelTA has learned.

Speaking about the main innovations, Dmitry Krutoi explained that the document suggests new powers of the chairmen of the district executive committees, in particular, in such areas of activity as budget and finance, construction and improvement, human resources.

Presenting the document, Dmitry Krutoi stressed that strong regions have been identified as a priority for the next five years. The head of state, following the trips around the country’s regions, set a number of urgent tasks for the chairmen of the district executive committees. One of them is about the retention of human resources in the regions. "The main goal is to stop the outflow of the economically active population," Dmitry Krutoi said. He stressed that one of the priorities in the work of the chairmen of the district executive committees should be the active involvement of economically unemployed citizens in the work.

The president also repeatedly drew the attention of regional authorities to the need to urgently restore the work of district agricultural services, construction mobile mechanical divisions, road maintenance and construction departments, organizations responsible for the maintenance of milking facilities, water well drilling, and fuel provision.

Regional authorities are also expected to implement transformations in the agro-industrial complex. These transformations should include economically justified and financially verified consolidation of farms, resumption or expansion of the practice of using mechanized teams for fertilizer application, soil plowing, harvesting, moving livestock to new dairy complexes, accelerated land reclamation, work with dilapidated houses, land improvement and their agricultural use. This can also include more active sale of empty houses on the register, fertilizer application at the cost price of the domestic market and additional income from increased export earnings from the sale of finished food products.

According to Dmitry Krutoi, in addition to the agro-industrial complex as the basis of the economy it is necessary to look for new points of growth, including through the continuation of the country’s One District-One Project  programs, the development of the south-east of Mogilev Oblast, the revival of Polesie, the formation of integration agricultural structures of Vitebsk Oblast and a number of others.

Currently, the powers and rights of the chairpersons of district executive committees are mainly described in the Law on Local Government and Self-government of 2010. The draft decree focuses on addressing the urgent tasks outlined above.

In order to draft the decree, an 18-member working group was set up under the President Administration. On the instructions of the head of state, half of the members of the working group are acting or former chairpersons of district executive committees (now they work as members of the House of Representatives and the Council of the Republic).

When developing the document, the heads of all districts offered their suggestions, which were analyzed and discussed with all stakeholders.

According to Dmitry Krutoi, the proposals were mainly related to several areas: budget and finance, construction and improvement, work with personnel.
