Gulevich: Belarus’ updated military doctrine can serve as basis for settling situation in Europe

MINSK, 1 February (BelTA) – Belarus’ updated military doctrine can serve as a basis for settling the situation in Europe, Chief of the General Staff of the Armed Forces - First Deputy Minister of Defense Viktor Gulevich said as he addressed the members of the House of Representatives in Minsk on 31 January, BelTA learned.

"Taking into account all the changes and additions made, the draft Military Doctrine is actually a new document. In furtherance of the previous edition, the draft includes a number of innovations,” he said. "The updated military doctrine can serve as a basis for resolving the situation in Europe and launching a peaceful dialogue."

According to the chief of the General Staff of the Armed Forces, the first articles of the document declare the readiness to act as a platform for the peaceful settlement of conflicts and launch of a global security dialogue. "The draft doctrine says that the Republic of Belarus is open to military cooperation with any states, including NATO states. We are ready to resume a pragmatic dialogue, provided that they stop their aggressive rhetoric and actions against us," he said.

Speaking about other innovations, Viktor Gulevich noted that the document strengthens the link between the doctrine and the updated National Security Concept. In furtherance of the provisions of the concept, it has implemented a new methodological approach which ranks military dangers by the levels of "risk", "challenge" and "threat".

The chief of the General Staff of the Armed Forces also explained why the decision to amend the military doctrine was made right now. He noted that a military doctrine is amended, as a rule, in the context of a significant change in the geopolitical situation or in the context of a change in the internal political conditions for the development of the state.

“Today Belarus is facing all such conditions. First, we are witnessing radical changes to the military and political situation as well as the political and power configuration in the European region. The global confrontation between the West and the East has entered a hot phase; a military conflict has been unleashed right near our borders, which experts call decisive for building a further world order. The war is on our doorstep,” he said.

Viktor Gulevich also recalled the recent adjustment of the Constitution and the emergence of a new important government body, authorized to form and implement the military policy of Belarus. He also mentioned the drafting of the updated National Security Concept of Belarus. Several years ago the Military Doctrine of the Union State was updated to clarify views of Belarus and Russia on ensuring collective security.
