SHKLOV, 16 June (BelTA) – The territorial defense system that has been created in Belarus has proven its functionality and working capacity. Belarusian Defense Minister Viktor Khrenin made the statement after a government conference held by Belarus President Aleksandr Lukashenko in the Shklov District Executive Committee on 16 June to discuss territorial defense, BelTA has learned.
The defense minister said there will be no radical changes in matters concerning territorial defense. The system has proven its functionality and working capacity, he noted.
Viktor Khrenin reminded that the decision to set up the territorial defense system had been made 20 years before. “The right way was indeed chosen back then. The main goal of creation of the territorial defense is to make the protection of our state everyone's business. It is a very important goal to make every citizen feel the degree of his or her responsibility, the importance of protecting their own state,” he noted.
Speaking about results of development of the territorial defense system, Viktor Khrenin stressed that over the course of 20 years it had become a genuine component of the state military security. “The most important accomplishments include the creation of genuine command and control bodies, control means are available, an organizational structure has been created and has gone through a number of transformations from theory to practice,” the defense minister explained. “We've reached a level when uniformed personnel and heads of oblast and district administrations understand correctly what needs to be done and how.”
In his words, a plan on building and developing territorial defense troops has been fulfilled. A new structure of the territorial defense troops has been created as a result. It includes 92 districts and seven zones with the relevant troop complements.
Viktor Khrenin explained that the future development of the territorial defense system will focus on four directions: the improvement of the command system, the personnel structure, the improvement of training levels and cohesion of units and command and control bodies, the buildup of material assets. With this in mind a concept on building the territorial defense system till 2030 has been worked out as well as a plan on building and developing territorial defense in 2021-2025, plans for deploying territorial defense troops as part of the regional force grouping.
