Dispatch personnel of Belarus’, Russia’s power grids brace for BRELL ring downsizing

MINSK, 31 December (BelTA) – Operators of Belarus’ and Russia’s power grids are ready to ensure reliable and synchronous operation in new conditions, BelTA learned from representatives of the Belarusian national energy company Belenergo.

The power grids of the Baltic states are supposed to desync their operation from Belarus’ joint power grid and Russia’s in February 2025. All the interstate power links will be decoupled and the parallel operation as part of the power ring Belarus-Russia-Estonia-Latvia-Lithuania (BRELL) will be terminated.

An international emergency preparedness training session for dispatch personnel of the Belarusian energy company Belenergo, the central control center of Russia’s joint power grid, branches of the Russian company in charge of operating the joint power grid’s Center and Northwest parts took place at premises of the Moscow-based personnel training center of the company in charge of operating Russia’s joint power grid.

During the training session the dispatch personnel practiced preventing disruptions and dealing with disruptions of the normal parallel operation of Belarus’ and Russia’s power grids. They relied on instructions and standard operating procedures, which had been developed to accommodate the new conditions.

The scenario was built around the most complicated operation conditions such as the loss of a considerable power-generating capacity in Belarus’ power grid, the weakening of external links to Russia’s power grid, which resulted in overloaded interstate power links and the threat of the power links going down and the two national power grids operating out of sync.

During the training session Belenergo dispatch personnel had to interact with foreign colleagues and implemented a set of measures to prevent the emergency from developing further and to fix the accident.

The supervisors praised high professionalism and smooth actions on the part of the personnel, who worked to ensure reliable synchronous operation of the Belarusian power grid and the Russian one in complicated conditions. A number of organizational and technical steps were worked out to negate consequences of changes of work modes and the topology of the 330kV backbone power grid.
