CIS to develop model law to boost sports economy

MINSK, 14 October (BelTA) – Representatives from CIS countries have discussed the draft model law “On the Sports Industry” during a meeting of the Permanent Commission on Economy and Finance of the CIS Inter-Parliamentary Assembly, BelTA learned from the press service of the CIS Executive Committee.

The event brought together CIS parliamentarians, as well as representatives from educational, scientific institutions, and professional communities. The meeting focused on forming proposals to include new documents in the prospective plan for model lawmaking within the CIS for 2026-2028.

The meeting was chaired by Aleksei Sandakov, a member of the Standing Commission on Regional and Eurasian Integration Affairs of the National Assembly of the Republic of Armenia. He reported that proposals received by the Assembly's Secretariat from CIS parliaments had been systematized and preliminarily reviewed by the CIS IPA Expert Council on Economics.

Following the discussion, the commission decided to propose that the CIS IPA Council include in the draft plan for 2026-2028 the development of a portfolio of model legislative acts. This portfolio would include the draft model law “On the Sports Industry”, which was submitted by the Committee for Sports Industry Development of the CIS Economic Development Business Center.

Vadim Ganin, Director General of the CIS Economic Development Business Center, recommended that the Committee for Sports Industry Development establish an in-house working group. This group, in collaboration with interested parties from CIS countries, is to develop proposals for the draft model law “On the Sports Industry” by the end of 2025.

According to Andrei Chukhlib, Chairman of the Committee for Sports Industry Development, the CIS's model law “On the Sports Industry” should aim to institutionalize and codify the legal foundations for developing the sports industry (economy) within the CIS. This is seen as crucial for the effective management of the CIS's sports economy. Unified rules and conditions for the development of the sports industry, along with an improved investment climate for sports business, will allow investors to scale up projects in the sports sector and have sufficient protection for their investments. An international legislative act on the sports economy will account for the cross-sectoral and regional specifics of the sports industry and has the potential to increase its share in the economies of CIS countries.
