BRSM suggests creating consolidated youth budget

MINSK, 20 January (BelTA) – The BRSM Youth Union suggests creating the consolidated youth budget for raising the efficiency of expenses, Second Secretary of the Central Committee of the BRSM Youth Union Andrei Belyakov said at the 42nd conference of the BRSM Youth Union on 20 January, BelTA has learned.

Every ministry and agency are planning to create budgets for the implementation of events within the framework of the youth policy. But the efficiency of budget execution falls without proper coordination, Andrei Belyakov believes. “In case the consolidated youth budget is shaped, single rules of financing events are prepared, clear-cut assessment criteria are envisaged, the work would become much more efficient,” he said. He added that the budget will not provide additional financing for the implementation of the state youth policy.

The Year of Youth is a good reason for streamlining the legal framework and financial issues, Andrei Belyakov added. For example, certain aspects of the law on the foundations of the state youth policy have become obsolete. Therefore, it is needed to amend the existing legislation. The BRSM Youth Union deems it necessary to work out a comprehensive national program Youth of Belarus.

Close cooperation with public bodies and organizations became one of the main priorities for the youth union long ago. “In fact, the youth union is a state-run social organization. In the future we are planning to enhance cooperation with state bodies,” Andrei Belyakov said.
