Belarusian MPs urged to use full potential for implementing interstate agreements

MINSK, 13 March (BelTA) - MPs need to use their full potential to implement interstate agreements, primarily those of an economic nature, Chairman of the House of Representatives of the National Assembly of Belarus Igor Sergeyenko said during a meeting of the Council of the House of Representatives on 13 March, BelTA has learned.

The agenda included three main issues, the first of which was the effectiveness of foreign trips. The matter was examined with an emphasis on the tasks set by the head of state to enhance the effectiveness of all foreign contacts, both on the territory of Belarus and during travel abroad.
Igor Sergeyenko emphasized that efforts must be directed toward achieving concrete results with foreign partners. At the same time, it is necessary to maximize the use of potential at all international platforms to implement interstate agreements reached at the highest and high levels, and to fulfill cooperation plans and roadmaps, primarily those of an economic nature.

To this end, systematic work starts at the level of heads of working groups for cooperation with parliaments of foreign countries during meetings of the Belarusian sections of collegial bodies (referring to intergovernmental commissions), the speaker of the House of Representatives noted. According to him, a corresponding agreement has been reached with the leadership of the Council of Ministers, and relevant directives have been issued through the Ministry of Foreign Affairs.

The chairman of the House of Representatives noted that concrete steps have already been taken to improve the efficiency and optimize official trips. Thus, on Belarus’ initiative, for more rational use of budget funds, a decision was made in December 2025 at a session of the Parliamentary Assembly of the Union State of Belarus and Russia to optimize the number of meetings held by commissions of the Parliamentary Assembly (their number is expected to be reduced by almost half).

As measures already taken, Igor Sergeyenko pointed to the active use of video conferencing for meetings between working groups on cooperation with parliaments of foreign countries. In the past and current years, meetings have been held with MPs from the parliaments of Algeria, Vietnam, Kazakhstan, Colombia, Cuba, Laos, Mexico, Moldova, Nicaragua, Tajikistan, as well as Parlatino. Meetings are planned with Egypt, the UAE, Pakistan, and Thailand.

The speaker of the House of Representatives drew attention to the fact that assignments for official trips must identify areas for development in accordance with the list of strategic economic objectives for 2026, established by the Presidium of the Council of Ministers.

The second set of issues considered at the meeting of the House of Representatives Council concerned the practice of hearing reports on MPs’ work in their constituencies. Igor Sergeyenko emphasized that work in electoral districts is one of the most important components of parliamentary activity.
MPs monitor the social and economic situation, identify problematic issues that require resolution both at the regional level together with the executive branch, and need to be brought to the national level. MPs study the application of laws in the regions, receive proposals for legislative initiatives, and address issues raised by citizens during personal receptions.

“Therefore, both the exchange of experience and the exercise of oversight functions regarding how MPs work in their constituencies will be of interest. Especially since we plan visits to Minsk Oblast in the near future, and a meeting with activists in the city of Minsk in early April,” said Igor Sergeyenko.

The third block was dedicated to issues of retaining personnel in rural areas, developing additional proposals and incentives to preserve staffing and prevent a serious outflow of population from rural settlements. This is an important social task and a crucial component of ensuring the country’s food security, the speaker emphasized.
On the initiative of the head of state, much has been done in Belarus, and a number of state programs for rural development have been implemented, the chairman of the House of Representatives said. However, we certainly cannot stop there, Igor Sergeyenko expressed confidence, adding that proposals received during the nationwide forum Women and the Future of the Village have been reviewed.
