MINSK, 27 November (BelTA) – The bill “On the ratification of the readmission agreement between the government of the Republic of Belarus and the government of the Islamic Republic of Pakistan” was approved at a meeting of the fourth session of the Council of the Republic of the National Assembly of Belarus of the eighth convocation, BelTA has learned.
“Law enforcement agencies of Belarus ensure control over migration flows and carry out procedures for the deportation of foreigners who violate the legislation of our country. In practice, deporting illegal migrants is associated with certain logistical challenges, primarily related to the willingness of other countries to take them back. In this regard, it should be noted that the most effective and promising tool to counter illegal migration is the forced return of migrants through their readmission. The Republic of Belarus has concluded readmission agreements with Russia, Kazakhstan, Kyrgyzstan, Armenia, Georgia, and Türkiye,” Belarusian Minister of Internal Affairs Ivan Kubrakov said as he presented the bill.
The head of the Ministry of Internal Affairs noted that the president has set the task of attracting foreigners who wish to live and work in our country to vacant jobs. “We have set a course for advancing and deepening the political dialogue between our country and Pakistan, to strengthen interstate ties with this country. In order to prevent risks associated with the illegal entry and stay of Pakistani citizens in the territory of Belarus, their attempts to illegally move to the countries of the European Union, the Ministry of Internal Affairs, together with the Pakistani side, has developed a readmission agreement, which was signed in Minsk on 11 April 2025,” the interior minister said.
The agreement provides for mutual obligations to accept their own citizens who have entered or are staying in the territory of the requesting state in violation of the migration legislation of that state. The agreement defines the competent authorities responsible for the implementation of the agreement and their powers, the content and procedure for sending readmission requests, the procedure and conditions for the transfer of persons. “The parties undertake to assist persons accompanying citizens subject to readmission, to take back erroneously transferred persons, to cover at the expense of the requesting state all transport costs arising from the implementation of readmission to the border of the state of final destination, to protect personal data of persons subject to readmission,” Ivan Kubrakov said.
The minister pointed out that a distinctive feature of the agreement is the absence of provisions for the readmission of third-country nationals and stateless persons who have entered or are staying on the territory of the state in violation of migration rules, as well as the transit of expelled persons through the territories of the contracting parties. “These aspects are due to the geographical location of Pakistan in relation to the Republic of Belarus and the lack of direct air communication. The adoption of the law and the implementation of the agreement will not entail negative financial, economic and political consequences,” the Belarusian interior minister added. He stressed that Belarus is ready to accept all those who wish to live and work in the country, but the toughest measures, up to deportation, will be applied to those who violate our legislation.
